Catalog for Federal Domestic Assistance

Purpose

This document provides an overview of the Catalog of Federal Domestic Assistance (CFDA) program numbers, and provides guidance on their importance.

Background

The Catalog of Federal Domestic Assistance (CFDA) is a government-wide collection of federal programs, projects, services, and activities that provide assistance or benefits to the American public. Each program is assigned a CFDA program number consisting of a two-digit agency designation code, a period (.), followed by a three-digit program designation code. For example, 93.837 is the CFDA program number for the U.S. Department of Health and Human Services program Heart and Vascular Diseases (the DHHS agency code is 93; the Heart and Vascular Diseases program code is 837). The Research Foundation (RF) is required by OMB Circular A-133 to report the correct CFDA program number for all federal and federal-flow-through awards that are received by the RF. This number is critical for the following reasons:

The CFDA program number is the basis for compiling data presented in the RF's Annual A-133 Schedule of Expenditures of federal and federal flow through awards.

Awards that Require a CFDA Program Number

All awards that have an award type of "federal" or "federal flow-through" require a CFDA program number to be entered in the Grants Management module of the RF business applications. Specifically, this number must be entered in the CFDA Number field of the Award Management form flexfield. Entries for this field are made from selections available in the list of values. The list of values contains all CFDA program numbers and is maintained by the RF central office.

CFDA Program Numbers Not in the Oracle LOV

If the CFDA number needed is not in the list of values associated with the CFDA Number field in the Award Management form, log a ticket with central office Customer Services (customerservices@rfsuny.org) to request that RF central office add the number to the list of values.

Unknown CFDA Program Numbers

If the CFDA program number is unknown, or if it is not included in the proposal and/or award documentation, then the agency making the award should be contacted to obtain the correct CFDA program number. If after contacting the awarding agency you still do not have a valid number, the general number for the agency may be used. The general number does not identify the specific program, but it will ensure that expenditures are reported under the correct agency in the Annual A-133 Schedule of Expenditures of federal and federal flow-through awards. The general number should only be used when all attempts to obtain the correct number have been exhausted. Awards Funded by Multiple Programs

If an award is funded by multiple programs, the program that provides the majority of the funding should be entered in the CFDA Number field of the Award Management form. Additional program numbers should be recorded in the References alternate region of the Award Management form. Entries in this field are free-form; no list of values exist. All entries listed should be separated by a comma. For more instructions refer to the work instruction Create an Award in the Grants Management course Establishing Awards, Projects, and Task.

Monitoring CFDA Program Numbers

CFDA program numbers should be monitored on a monthly basis using the Accounts Receivable Oracle report RF Report of Incomplete/Inactive CFDA Numbers for the Current Fiscal Year. To prepare for the RF annual A-133 Audit Report, campuses must also run this report during the first week of March and again during the first week of June. All inaccurate CFDA program numbers must be corrected before the corresponding month-end to correctly reflect data in A-133 Audit Report.
