RF Non-Citizen Employees Tax Status Exception

Description

Purpose

The RF Non-Citizen Employees Tax Status Exception report is used to monitor and update exceptions in the residency status data used for tax purposes for non-U.S. citizens. This report includes eight sections:

The report should be run before each biweekly payroll run.

Non-Citizen Employees Exceeding Treaty Limits with Incorrect Tax Coding

Column Heading

Description of Column

Location

A three-digit code that identifies the specific Research Foundation operating location. In some cases the location code includes both the three-digit code and the short name of the location (abbreviated location name rather than the full name).

Last Name

The person's last name (i.e., surname, family name).

First Name

The person's first name.

Employee Number

The unique identification number assigned to each employee in Oracle.

Assignment Group

The assignment group describing the type of assignment the person has with the Research Foundation.

Country of Citizenship

The country of citizenship from the employee's Non-Citizen Visa and Residency special information type (SIT).

Visa Type

The Visa classification for non-U.S. citizen employees from the employee's Non-Citizen Visa and Residency special information type (SIT).

Tax Form - Res Details

An indicator of the residency status used for tax purposes for non-U.S. citizens.

  • Nonresident alien (NRA) employees with a status of N in this field require special withholding calculations.
  • Permanent residents are considered resident aliens for tax purposes and this field should have a value of R.
  • Resident aliens that meet the substantial presence test (SPT) are considered resident aliens for tax purposes and this field should have a value of R.
  • Students and business apprentices that are citizens of India are not subject to the special withholding calculations and this field should have a value of blank (null).

    Note: Nonresident alien status N indicator is the only status in which the special withholding calculations are applied.

     

Treaty Limit

Amount determined from the Non Citizen Reporting Special Information Type. The Value is either:

  • The amount entered in the "Maximum Treaty Ben Amt" field or
  • The calculated earnings amount paid using the "Date Treaty Benefits Begins" and "Date Treaty Benefits Ends"

    If data is not entered into the Non Citizen Reporting SIT, the report cannot evaluate for the exception.

YTD Earning

Year to Date total earnings for the employee.

Non-Resident Alien Employees for Tax Purposes with Incorrect Tax Withholding Rules

The "Allowances" entered on the State Tax Rules form.

Non-Citizen Employees Where Tax Form Residency Details are Inconsistent with Substantial Presence Test Entry

Tax Form - Res Details

An indicator of the residency status used for tax purposes for non-U.S. citizens.

  • Nonresident alien (NRA) employees with a status of N in this field require special withholding calculations.
  • Permanent residents are considered resident aliens for tax purposes and this field should have a value of R.
  • Resident aliens that meet the substantial presence test (SPT) are considered resident aliens for tax purposes and this field should have a value of R.
